Digital Culture & Digital Economy — Some Challenges & Opportunities

A Collaborative Digital Literacy & Public Communication Program ILUNI FISIP UI × BCA × KOMDIGI × Ministry of Cooperatives of the Republic of Indonesia

THE PROJECT

Recognizing the need to strengthen digital awareness across different segments of society, ILUNI FISIP UI, BCA, KOMDIGI, and the Ministry of Cooperatives of the Republic of Indonesia collaborated through Gerakan Pintar Digital — Digital Culture & Digital Economy: Some Challenges & Opportunities. The program positioned digital literacy not simply as technology education, but as an effort to build a more responsible, productive, financially aware, and resilient digital society.

THE CHALLENGE

The challenge was to make digital literacy relevant to audiences with very different needs — from high school students navigating social media and online risks, to entrepreneurs and MSMEs adapting their businesses to the digital economy.

The program therefore addressed two interconnected dimensions: Digital Culture, focusing on responsible behavior, ethics, safety, and communication in the digital environment; and Digital Economy, focusing on business transformation, financial literacy, digital banking, local brands, MSME development, and cooperative ecosystems.

OUR STRATEGIC APPROACH

Gerakan Pintar Digital was designed not as a conventional one-way digital literacy campaign, but as a multi-stakeholder communication and empowerment platform. The program brought together ILUNI FISIP UI, BCA, KOMDIGI, the Ministry of Cooperatives, local government, schools, academia, communities, entrepreneurs, and MSMEs. By combining institutional credibility, financial expertise, government perspectives, and community-based economic empowerment, the program was built around a simple principle: “Digital is Cool, but Human is Warm.” Technology may accelerate transformation, but people remain the key drivers of meaningful, responsible, and inclusive digital adoption.

The program translated this approach into an integrated ecosystem of roadshows, sharing sessions, digital content competitions, and stakeholder events. The first phase reached more than 600 students and teachers through roadshows at SMAN 70 and SMAN 68 Jakarta, connecting digital literacy with the urgent issue of online gambling. Through the TikTok and Instagram Reels competition, 11 student groups were encouraged to become digital communicators themselves and promote the message “Pintar Digital” and “NgeStop Judi Online.” The second phase expanded the conversation toward digital economic empowerment, engaging 100 MSMEs in Tapos and approximately 350 participants at Pesona Square Depok. Discussions covered digital business opportunities, financial management, digital transformation, and emerging financial fraud such as social engineering, fake QRIS, AI-based voice scams, and fraudulent online schemes, reinforced through the simple message “Don’t Know? Kasih No!” The Pesona Square program was further amplified through Facebook Live, reaching approximately 14,000 viewers.

The program culminated in a strategic collaboration with the Ministry of Cooperatives on 27 February 2025, connecting digital literacy with MSME development and the role of cooperatives in Indonesia’s digital economy. Across its various activities, the program demonstrated a communication model built on Government × Financial Institution × Academic Community × Business Community × Digital Audience, generating meaningful engagement from youth, entrepreneurs, communities, and public institutions. More than a series of seminars, Gerakan Pintar Digital created an ecosystem where audiences were encouraged to participate, create, discuss, adapt, and act—connecting digital safety, ethics, financial literacy, entrepreneurship, MSME development, and cooperative empowerment to help build a society that is smarter, safer, more productive, and more empowered in the digital economy.
