Turning Ocean Combat #001 into a powerful public health and innovation story through strategic media relations and impactful storytelling.
FASTLab Ocean Combat #001 was a Media Relations & Public Communication Program conducted in 2021 to support the second-dose COVID-19 vaccination program for the community of Pulau Tidung, Kepulauan Seribu, while also introducing and inaugurating the FASTLab Ocean Combat #001 vessel. Held on 23–24 September 2021 in Pulau Tidung, the program focused on Media Relations, Public Relations, Strategic Communication, and Media Exposure, positioning the initiative as a meaningful public communication effort that connected health, innovation, and community needs.
Turning Social Impact into Media Impact, the FASTLab Ocean Combat #001 program transformed an island vaccination initiative into a compelling national innovation story. The program positioned Ocean Combat #001 not simply as a vessel, but as an innovative solution supporting the acceleration of COVID-19 vaccination for island communities. By connecting public health, local innovation, and public collaboration, the program created a strong and relevant communication narrative.
Through strategic media relations and newsworthy storytelling, the program engaged national and local media with first-hand information about the vaccination program and the inauguration of Ocean Combat #001. The presence of the Minister of Health, who inaugurated and reviewed the vaccination program aboard the vessel, became a key news value that helped generate broader media attention.
The campaign generated 57 media coverages, comprising online, print, and television media, with 93% positive sentiment, 7% neutral, and 0% negative coverage. The exposure continued beyond the main event, with coverage appearing over several days and eventually reaching international media. Ultimately, the program strengthened FASTLab Ocean Combat #001’s positioning as an Indonesian innovation that supports vaccination access, public health, and meaningful social impact.
The communication strategy positioned FASTLab Ocean Combat #001 not simply as a vessel, but as a human-interest story connecting three key themes: Public Health, Innovation, and Public Collaboration. The story highlighted accelerated COVID-19 vaccination for island communities, Ocean Combat #001 as an Indonesian innovation, and collaboration between government, authorities, communities, and FASTLab. Its core positioning was: “A Vaccination Vessel for Island Communities, an Indonesian Innovation.”
Through a strategic mix of national and local online, print, and television media, the program generated 57 media coverages: 47 online portals, 8 print outlets, and 2 television stations. The presence of the Minister of Health during the vaccination program became a strong news value, while coverage expanded beyond the event itself to highlight vaccination acceleration, access for island communities, and Ocean Combat #001 as an innovation. Overall sentiment was highly positive, with 93% positive, 7% neutral, and 0% negative coverage.
The campaign successfully transformed a vaccination activity into a national innovation story, with media amplification continuing beyond the main event and reaching international coverage. With a Perception Index Level of 4.810, the program strengthened three key associations: FASTLab → Innovation, Ocean Combat #001 → Vaccination Access, and Island Communities → Public Health & Social Impact. Ultimately, it demonstrated how strategic PR can turn a social-impact program into a meaningful and widely recognized story: “From a vaccination activity to a national innovation story.”
